Background

New England Planning Concepts was established in 2002 by Hugh Coxe, an attorney whose passion for natural resources led him to pursue graduate work at the Muskie School for Public Policy at the University of Southern Maine.  There, Hugh found a niche in land use and natural resource planning that combined strategic use of technologies such as geographical information systems (GIS) with research, policy development and public participation. 

With the unique combination of a strong legal background and solid policy expertise, he launched New England Planning Concepts as a resource to help state agencies, municipalities and non-governmental organizations with policy development, natural resource and land use planning services.  NEPC provides solutions that are facilitated using cutting edge technology such as GIS, as well as substantial stakeholder involvement.

Hugh practiced law for twelve years in Boston, Massachussetts and Portland, Maine.
